摘 要:当今世界,人力资本促进经济增长的意义已经得到了人们的普遍认可,人力资本产权化是促进人力资本价值实现的制度与机制。人力资本产权化是有效配置社会资源和激发人力资本生产率的需要,也是历史发展的结果。而现实中的人力资本产权化则产生了基于观念、产权性质和制度的某些困境。人力资本产权制度的进一步完善难以通过权力机构的强制性建构,而是需要通过制度与经济的共同演化过程来实现。Human capital has been generally recognized as a meaningful factor to promote today's world economic growth, while human capital propertification is the institutional mechanisms to promote value realization of human capital. Human capital propertification is the product of historical development which meets the needs of efficient allocation of social resources and stimulating the productivity of human capital. Some difficulties about human capital propertificaition in reality is generated because of the ideas, the nature of property rights and the relevant institutions. And it is very difficult to further improve the human capital property system by a mandatory authority. However, this purpose should be achieved in the process of coevolution of institutions and economy.
