不完全生产者:美国在东亚安全公共产品供应中的角色

摘　　要：地区安全公共产品并非一种典型的纯公共产品,有着与其他类型公共产品不同的特征。根据霸权稳定论,美国在东亚地区理应发挥着"稳定器"的功能,但现实中由于美国与东亚地区力量间的博弈,造就了美国在东亚地区安全公共产品供应中"不完全生产者"的角色,其供应的安全产品也沦为霸权的副产品。伴随着东亚地区权力结构的转变和地区主义的发展,美国"不完全生产者"角色固定化。在未来的很长一段时间,美国的这种角色将会持续下去,并影响东亚地区的安全态势。Regional security public goods is not the typical pure public goods and it has differ- ent characteristics with other types of public goods. According to the hegemonic stability theory, the United States should function as a ＂stabilizer＂ in East Asia, however in reality what make the United States as an ＂incomplete producer＂ in supplying security public goods in this region, be- cause of the competition between the United States and East Asia. The security public goods which is supplied by the United States also become hegemonic byproducts. With the changing of power structure and developing of regionalism in East Asia, the role of ＂incomplete producer＂ of U.S. has consolidated. This role of U. S. will continue and impact security situation in east Asia for a long time to come.
