摘 要:20世纪90年代以来,许多发展中国家的地方政府纷纷引入参与式治理。在实践中,以民主的分权、商议民主、赋权于民和自治为基本内涵的参与式治理主要体现在参与式规划、参与式预算和参与式监督,其有效运转有赖于公民社会要件和政治经济要件。实践证明,参与式治理既提高了国家治理的合法性又改善了国家治理的有效性。当代中国地方政府正面临着治理有效性与合法性难以兼容的冲突。学习并借鉴既有的参与式治理经验以推进治理体系现代化,成为新一轮地方政府治理体系创新的趋向。Since the 1990s, participatory governance has been put into use by quite a number of local governments in developing countries. In practice, participatory governance is mainly reflected in partic- ipatory planning, participatory budgeting and participatory monitoring. Researchers have discussed the connotation of participatory governance from four aspects, that is, democratic decentralization, delib- erative democracy, empowerment and self-rule. Effective operation of participatory governance is based on civil society premise and political economy premise. Participatory governance has been proved to be helpful in promoting the effectiveness of state governance as well as in increasing its legitimacy. Cur- rently, local governments in China are facing incompatible conflicts between effectiveness and legitima- cy of governance. Therefore, drawing on the participatory governance experiences of the local govern- ments in developing countries with an aim to promote the modernization of state governance system has become a new trend in the governance system innovation of local governments.
