摘 要:文章首先详细比较分析了《海峡两岸服务贸易协议》开放领域的对等性,发现协议中虽然存在台湾方面开放的服务部门种类多于大陆,但台湾对大陆的自然人进入进行了严格的限制,对大陆企业在台合资公司中的股权比例进行了严格规定,而大陆方面对台并无太多限制;其次,文章对两岸各类服务业的国际竞争力进行了对比,发现台湾的服务业竞争力大多高于大陆,大陆方面在竞争力不对等的前提下签署协议,意味着在协议中确实做出了让步。基于台湾的经济利益考虑,台湾部分民众抵制服贸协议实属是对协议内容不够了解。First, this paper makes a complete comparison and analysis of the parity of opening-up fields in Cross-Strait Service Trade Agreement, and finds that in this agreement, although Taiwan opens more services than the Mainland, Taiwan strictly limits the entrance of natural persons from the Mainland. They also have strict rules on the share of the Mainland enterprise in joint ventures. However, the Mainland does not put so many limits on Taiwan. Second, it makes a comparison of the international competitiveness of all kinds of services across the Strait, and finds that the service competitiveness of Taiwan is generally higher than that of the Mainland. The Mainland signs the agreement under unfair competition, which means the Mainland has made concessions. Considering the economic interests of Taiwan, some Taiwan Residents people resist the Service Trade Agreement. Actually their action is caused by the unilateral understanding of the agreement.
