摘　　要：十八届三中全会提出了推进国家治理体系和治理能力现代化的任务,新疆地方治理现代化的课题随之摆在我们面前。文章对和谐新疆的概念进行界定,并探讨以协商民主推进新疆治理的思路和机制,最终实现和谐新疆的社会发展目标。After the Third Plenary Session of the 18th CPC National Congress defined the tasks of advancing the modernization of national governance system and governance capability, the same tasks in Xinjiang need immediately to tackle. This paper defined“harmonious Xinjiang”, analyzed the thought and mechanism of advancing the governance in Xinjiang via consultative democracy, and finally targeted the social developments of realizing“harmonious Xinjiang”.
