摘　　要：21世纪是海洋的世纪,海洋逐渐成为人类生存与发展的第二空间而显得愈加重要。但人类对于在海洋寻求生存和发展的思路还没有根本改变,人类对于海洋环境所施加的影响,其不利后果已使人海关系更趋紧张。促进人海和谐发展,应成为新时期处理人海关系的基本准则。树立全新的海洋观念,发展人海和谐海洋文化,以此融入海洋经济,使海洋经济得到合理、有序、协调和可持续发展。The 21st century is the century of ocean. As gradually become the second space for human survival and development, ocean is more important. But the human idea to seek survival and development in the ocean has not fundamentally changed, then the adverse consequences by the human impact on the marine environment, have caused strained relationship of human-ocean. Promote the harmonious development should be the basic norms of the relations in new era. It should establish a new concept of the ocean and develop marine culture of harmonious of hu-man-ocean, then to integrate into the marine economy, for reasonable, orderly, coordinated and sustainable devel-opment of marine economy.
