新型农村合作医疗保险补偿制度的研究——以云南省保山市为例

摘　　要：为解决农村"看病难、看病贵"问题,从而推进保山市的城市化进程,通过调查保山市新型农村合作医疗保险补偿模式,概括了保山市新型农村合作医疗的总体发展状况。对现行新型农村合作医疗补偿模式下农民医疗费用情况、新农合基金使用情况、农民就医比率、农民对医院的选择进行探讨,并分析了存在问题的原因,最后对完善保山市新型农村合作医疗的补偿模式提出了改革思路。To solve the observed problems of “seeing a doctor difficultly and expensively” in order to propel the urbanization of Baoshan city, this paper made an investigation into its compensation model of new rural cooperative medical insurance and generalized the whole development. Besides, we also probed into peasants’ medical expenses, usage of the fund, rate of participation, their choice of hospital, and finally gave the reasons why these problems exist under the new model. The last part of the paper showed the author’s view about how to improve the new rural cooperative medical care in Baoshan city.
