摘　　要：采用定量研究的方法,通过制度效应与甘肃经济服务化水平二者关系的实证分析,了解原有的计划经济体制的确是阻碍服务业发展的重要因素,而现有的社会主义市场经济体制更加适宜服务业发展。在此基础上,科学定位了政府在发展服务业中的角色,提出了甘肃服务业集群发展的政策建议。As comprehensive eal research on points put that an indication of regional economic development, the cluster development of service industry determines the competitiveness the relationship original planned of regional economy to a large extent. Using qualitative research methods, through the empiribetween the effect of the system effect and the service level of Gansu＇ s economy, this paper economic system impedes the development of service industry, and the existing socialist market economic system is more suitable to develop service industry. On this basis, the paper scientifically locates the role of the government and provides policy suggestions for the cluster development of service industry in Gansu Province.
