体育强国的指标评价体系研究

摘　　要：以实现体育强国战略为目标,为进一步明确体育强国的评价标准和具体指标评价体系,运用文献资料法、专家访谈法、德尔菲法以及层次分析和目的树分析等方法,对体育强国的指标评价体系进行研究。认为:体育强国的评价框架应包含目标层、准则层、要素层和指标层四个结构体系,实现体育强国战略是我国体育发展的目标层,体育软实力和体育硬实力是我国体育发展的准则层,竞技体育、群众体育、体育产业、体育科技、体育教育与体育文化是我国体育发展的要素层;基于上述分析构建了涵盖2个以及指标、6个二级指标和51个三级指标的体育发展水平评价体系,并进行了权重赋值和部分指标内涵释义。For the purpose of clearly knowing evaluation index system and evaluation standard of sports development level to realize sports super state,this study analyzed the index system by the methods of literature review,expert interview,Delphi method,AHP,and objective tree analysis. The results revealed that the evaluation framework of sports super state should include four structural systems which are target layer,criterion layer,element layer,and index layer. In China,to realize sports super state is the target; soft power and hard power of sports are the criterion; competitive sports,mass sports,sports industry,sports science and technology,sports education and sports culture are the elements; the constructed development level evaluation system includes 2 primary indexes,6 secondary indexes and 51 third indexes,and indexes' weight assignment and connotative interpretation of some indexes are carried out.
