失地农民权益保障的政府责任:以辽宁为例

摘　　要：维护和保障失地农民的正当权益是政府义不容辞的责任。结合辽宁省抽样调查和个案访谈资料,分析了失地农民权益损失和失地者对政府履责的满意度,探讨了失地农民权益保障中政府责任缺失的具体表现,最后从完善制度建设、建立科学透明的征地程序、建立农民权益诉求维护机制和加强管理监督等方面提出了有针对性的对策建议。It is an obligatory responsibility for the government to safeguard land-lost farmers’ rights and benefits. Combining with the questionnaire and interview data in Liaoning, this paper analyzes the loss of land-lost farmers’ rights and benefits and the satisfaction degree of them to the government’ s fulfilling its responsibility, and probes into the concrete representations of the lacks of the govern-ment’ s responsibility in safeguarding the rights and benefits of land-lost farmers. Finally, it proposes a series of targeted countermeas-ures and suggestions from perfecting the system construction, setting up scientific and transparent land expropriation procedures, estab-lishing the maintenance mechanism of farmers’ rights and benefits and strengthening supervision and management.
