基本公共服务力满意度对政府公共预算的启示——以浙江省杭州市为例

摘  要:随着我国市场经济的逐步确立和完善,在人民代表大会的要求下,1999年,政府进行了公共预算改革,从部门预算到国库集中收讨,再到政府购买体制变革,公共预算改造获得较大起色。2013年,中央提出要强化财税体制创新,提高公共预算的规范度与透明度。在发扬民主政治的浪潮中,公众参与认知得到广泛强化,通过引入公民对政府公共服务力的满意度,分析政府公共预算中存在的问题,改善政府公共预算。With the development and establishment of the market economy in China, under the people's Congress's request, the government reformed public budget in 1999. The reform has gained achievements through department budget to treasury centralized collection, and to the reform of government procurement system. In 2013, the CPC Central Committee decided to deepen the reform of fiscal and taxation systems and improve the standardization and transparency of the public budget. In addition, with the development of socialist democratic politics, citizen participation awareness has promoted extensively. Therefore, in order to improve the efficiency of the public budget, this paper aims at introducing the citizen's satisfaction on the government public service, and analyzing the existing problems of the government public budget.
