摘　　要：初始水权的确定是实现水权市场化的必由之路。在深入了解三亚市水资源特点的基础上,结合当地水资源用水现状,利用层次分析法,遵循有效性、公平性和可持续性原则,权衡各项因素的影响,选取具有代表性的10项指标,构建了三亚市初始水权分配结构体系,实现了对三亚市初始水权的界定,得到与现状分水比例比较一致的结果。The definition of the initial water rights is the inevitable course to achieve water right mar-ket,This paper is based on thorough understanding of the characteristics of water resources in Sanya city, combined current water situation of the local water resources, used the analytic hierarchy process, followed the principles of efficiency, fairness and sustainability, weighed and considered balance the impact of various factors, chose ten representative indexes, constructed the structural sys-tem of the initial water rights allocation,realized the definition of the initial water rights in Sanya City and obtained the result which is consistent with the status water allocation proportion.
