摘 要:"社会治理"已成为当下中国最引人注目的术语之一。然而,学术界对"社会治理"这一概念至今尚未形成一致的认识,已有的"政治动员论"、"合作治理论"、"实用主义治理观"三种代表性观点在内涵、外延、表述等方面均存在一定的局限性。从社会学的视角来看,社会治理是指政府、市场、社会组织、公民在形成合作性关系的基础上,运用法、理、情三种社会控制手段解决社会问题,以达到化解社会矛盾、实现社会公正、激发社会活力、促进社会和谐发展目的的一种协调性社会行动。这一界定的启迪意义在于:一是有助于科学区分社会管理与社会治理的异同;二是有助于正确处理政府与社会组织的关系;三是有助于在实践中建构一种科学的社会治理观。"Social governance" has become one of the most attractive terms. However, the academic circles have not yet reached consensus on "social governance". The existing three representative attitude-- "political mobilization", "cooperative governing", "pragmatistic governing" have their own limitations on the connotation, extension, and the expression of the defining of this concept. In terms of the sociological perspective, social governance refers to a coordinately social active process of resolving social conflicts by three major social controlling means of "law, reason, sensibility" in order to solve the social problems, realize social justice, construct vigorous and harmonious society with the coop- eration among the government, market, social organization and citizens, etc. The enlightened meaning of this definition lies in: firstly, it helps to scientifically distinguish social management and social governance; secondly, it is helpful to correctly handle the relation between government and social organization; thirdly, it is beneficial to the establishment of a scientific social governance attitude in practice.
