摘　　要：本文利用数据包络分析法(DEA),对我国新农村建设资金的配置效率作了实证分析。投入指标中选取了2006-2011年国家财政投入农村的资金、金融机构资金、农村投资、农户投资4项数据,产出指标中选取了同期农村居民纯收入、第一产业对GDP增量的贡献率。根据数据处理结果,2006-2011年,在我国新农村建设资金的配置中,从规模效率看,仅1个年份有效,其他5个年份均未达到有效前沿。说明我国新农村建设资金投入分散,未能集中财力,发挥规模效益。从技术效率看,不同年份差异较大,资金使用上不足与浪费现象并存。从纯技术效率看,5个年份显示有效,2009年的数值相对偏低。针对上述问题,文章提出了加大新农村建设资金的整合力度,强化过程监管,优化结构布局等提高配置效率的政策取向。This paper makes an empirical analysis on the allocation efficiency of the new Countryside construction funds in China by using data envelopment analysis （DEA）. Input indicators include national finance investment to rural fund, financial institutions investment to rural fund, rural investment, and farmers own investment during 2006 -2011, while output indicators include the net income of rural residents as well as the first industry contribution to GDP growth of the same period. According to the analysis on the configuration of the new rural construction funds in China, only one year is valid in terms of scale efficiency, when the other five years failed to meet the efficient frontier, which suggests the decentralized financial resources and failure to obtain the scale efficiency; different years vary in terms of the technical efficiency, with insufficient funds or waste of it coexist; in terms of the pure technical efficiency, data of five years shows to be effective while the value of 2009 is relatively low. To tackle with the above problems, the paper puts forward the proposals on strengthening the integration of new rural construction funds, enhances the process supervision, and optimizes the structure layout and so on to improve the efficiency of policy orientation.
