创新型公共物品生产与组织形式选择——以温州民间借贷服务中心为例

摘　　要：本文以2012年温州金融综合改革中成立的温州民间借贷服务中心为例,讨论创新型公共物品生产的组织形式选择问题。我们发现,地方政府将民间借贷登记备案制度这一创新型的制度公共物品交给企业生产,但企业在生产过程中又呈现出政府部门的若干组织特征。研究表明,创新型公共物品的生产受到技术环境或制度环境高度不确定性的约束,为了减少这种不确定性可能带来的损失,地方政府的一种重要策略就是选择能够降低风险的组织形式进行生产,同时掌握组织运作的实际控制权。本文为研究多维环境中的组织形式选择问题提供了一种可能的分析思路。In this paper,we take the Wenzhou Private Lending Service Center,which was founded in the comprehensive financial reform in Wenzhou in 2012,as an example to discuss the choice of organizational form in the production of innovative public goods.We found that while the local government outsourced the private lending registration system,which was a kind of innovative public goods to a company to produce,the company itself showed certain organizational characteristics of government departments.Our study shows that production of innovative public goods is constrained by high degree of uncertainty of technical environment or institutional environment.Local governments will try to reduce the possible loss due to high uncertainty from both environments,an important strategy of whom is to choose the organizational form which can reduce the risk to produce,and to grasp the control rights of the operation of the organization.This paper provides a possible framework for the analysis of choice of organizational form in multidimensional environments.
