摘　　要：加快发展体育事业,促进体育消费推动大众健身是当前国家的一项重要决策。体育事业财政拨款对这一决策起着举足轻重的作用。本文基于1977—2008年中央和地方对体育事业的财政拨款金额的数据,运用向量自回归模型(VAR)实证分析中央对体育事业经费的财政拨款和地方对体育事业经费的财政拨款对国内生产总值的动态效应。通过对变量的检验与模型的分析,得出结论认为,加大财政投入力度不仅有益于发展体育产业、增加体育产品和服务供给,而且有助于扩大内需、培育新的经济增长点。同时本文也研讨了过去国家对体育事业拨款政策存在着一些不足,提出了相应的对策与建议。In order to stimulate sports consumption to promote public health, to speed up the development of sports is an important decision in China. The decision of sports funding plays a prominent role. Based on the data of central and local sports hmding amount from 1977 to 2008, the author uses vector autoregressive model （VAR） to empirically analyze the dynamic effect on gross domestic product brought by centxal and local sports funding. Through the inspection of variables analysis of the model, it is concluded that to increase the intensity of financial investment is not only beneficial to develop sports, to increase the supply of sports products and service, but also helpful to expand domestic demand and foster new economic growth point. Meanwhile, the present paper also studies some problems of spoas funding policy in the past, and the corresponding countermeasures and suggestions are put forward.
