摘 要:WTO成立以来,新兴经济体(E11)快速崛起,在全球经济总量中所占比重不断上升,改变了全球经济格局,也对作为全球经济治理重要支柱的WTO规则体系带来持续冲击,对WTO规则的制定、实施、价值取向以及改革进程的影响日益凸显。针对当前复杂的国际经济形势,新兴经济体应加快产业升级,提升经济实力;借助现行WTO机制,巩固谈判联盟,推进多边磋商;以实力为支撑,以决策程序改革为重点,以双边及诸边协议为辅助,稳步推进WTO规则改革。作为新兴经济体的重要成员,中国必须注意外交政策与贸易政策的耦合,重视诸边关系的发展,在多边舞台上要表现出积极主动的态度,并积极与其他新兴经济体合作,加强发展中成员参与WTO事务的能力建设。After the foundation of WTO, emerging economic countries ( E 11 ) rise rapidly, mcrease their share ot the global economy increasingly, change the global economic situation, impact the rules system of the WTO continually and gradually intensify their influence on the making, implementing, value orientation and reform process of WTO rules. According to current complex international economic situation, emerging economic countries should accelerate their industrial upgrading consolidate negotiation alliance and to boost taking their power as their support, by , raise their economic power, use current WTO mechanism to multi-side consultation and to stably advance WTO rule reform by taking decision-making procedure as the important point and by taking bilateral and multilateral agreements as the aiding. China, as an important member of emerging economic countries, must pay attention to the coupling between foreign policies and trade policies, emphasize the development of multilateral relations, demonstrate active attitude on multi-stage, actively cooperate with other emerging economic countries and enhance the construction of the capacity to participate in WTO affairs.
