摘　　要：低碳经济是顺应时代发展的必然选择,推动低碳经济发展,可以解决煤炭城市面临的窘境。基于此,以黑龙江省煤炭城市为例,在分析了黑龙江省煤炭工业的发展历程之后,提出了以产业升级、制度创新为主的发展低碳经济的路径。Low carbon economy is the inevitable choice to conform to the development of the times,to promote the development of low carbon economy,can solve the dilemma faced by the coal city.Based on this,taking the coal city of Heilongjiang Province as an example, after the analysis of the development process of the coal industry in Heilongjiang Province,puts forward the path to industrial upgrading, institutional innovation as the development of low carbon economy.
