摘 要:基于文献研究和32家浙江省上虞市污染企业及相关部门的访谈研究,通过构建污染企业迁移意愿模型,探讨环境规制下污染企业迁移意愿的影响因素及其作用机制。研究发现,污染企业迁移并不只受单一因素影响,而是外部因素以及企业自身属性的内部因素共同作用的结果。实证表明,环境规制、政府博弈、产业联系是影响影响污染企业迁移意愿的三大外部因素,企业规模则是一个重要的内部因素。随着企业规模的增加,环境规制造成的成本减少,企业与政府的博弈能力增强,企业的本地联系减弱。在环境规制、政府博弈、产业联系的综合影响下,污染企业迁移意愿与企业规模呈"倒U型"关系。With the environment in cities deteriorating rapidly and the urban environmental management and controls getting more stringent, the spatial distribution of polluting enterprises is strongly constrained environmental capacity and governmental regulations. This paper set to explore the factors and mechanism affecting polluting firms' propensity of relocation. This paper established a willingness- to- relocate model for polluting firms based on literature review and empirical study of interviews of 32 polluting firms and relevant local government officials in Shangyu City. The model indicates that polluting firms' relocation decision is impacted by the combination of both internal factors like the firms' attributes and external factors such as environmental regulations, government bargaining and industrial relation.Empirical study suggests environmental regulations, government bargaining and industrial relation are three major external factors affecting the propensity and firm size is a major internal factor. Firms with bigger size tend to have proportionally lower environmental regulation compliance cost and lower dependence on local industrial connection, but they also have stronger bargaining power with local government. So the complex interaction of these factors results in a roughly inverted U shaped relationship between firm relocation propensity and firm size.
