摘 要:文章以中国热带农业科学院为例,从研究编外用工产生的原因出发,分析了编外人员的学历、年龄结构和用工方式等情况,指出了编外用工存在的主要问题,并且就如何加强农业科研单位编外用工的科学管理,提出了加强思想道德建设、淡化身份关系,加强教育培训、提升能力素质,改善福利待遇、建立保障机制,丰富用工方式、降低劳动风险等对策。Taking China Academy of Tropical Agricultural Sciences as an example and beginning from the study of the causes of employment of temporary staff problems current situations were analyzed in the paper, such as degree structure, age structure and employment means of temporary staffs. Main problems of employment of temporary staffs were pointed out. Countermeasures were put forward from such aspects as strengthening moral construction and weakening identity relationship, strengthening education training and improving ability quality, improving benefits and establish guarantee mechanism, broadening employment means and reducing the labor risk, etc.
