摘　　要：为了应对日益复杂多样的国内外安全形势,中共中央明确提出"完善国家安全体制"战略要求,并把"建立集中统一、高效权威的国家安全体制"作为总目标,这充分体现国家安全体制在国家安全工作中的重要地位。中国国家安全体制是指国家安全管理具体制度和行为规范的总和,其目的是为确保国家拥有安全状态和能力提供制度支撑。国家安全职能划分、国家安全机构管理制度、国家安全人力资源管理制度、权责机制和法律保障等构成中国国家安全体制的基本要素。对中国国家安全体制进行历史追溯,可以明晰不同时期的特点,把握国家安全体制发展的脉络。另外,我们必须清醒地认识到,对国家安全体制研究严重不足、国家安全职能划分模糊、国家安全机构建设乏力、国家安全法制建设滞后等问题制约中国国家安全体制功能的发挥,这些问题得不到及时解决将不利于化解中国国家安全面临的各种挑战。因此,科学合理界定中国现阶段国家安全职能、发挥中央国家安全委员会的功能、打造一支高水平的国家安全队伍等举措是完善国家安全体制的有效途径。In order to deal with the complex situation at home and abroad, the CPC, China, has made it clear that its central goal for the coming period is to improve and build a centralized and unified, effective and authoritative national security system(NSS), which gives full expression to the high status of the NSS. The term NSS refers to the sum of the specific rules and standards of behaviors in the national security management, and its aim is to provide system support for ensuring national security and security capabilities. The fundamental factors of China's NSS are its functional divisions, management system, human resource management system, power and duty system, and legal system. A historical review of the NSS can help clarify the characteristics of different periods of its development. However, a number of problems are preventing the full play of its functions and ability to face national security challenges. Therefore, a clear definition of the functions of the NSS, the fulfillment of the role of the Central National Security Commission, and construction of a high-level national security team are central to the performance of the NSS.
