基层体育社会组织——自发性健身活动站点的发展

摘　　要：自发性健身活动站点已经成为全民健身组织体系的丰富、完善和补充,为满足广大人民群众多样化的体育需求发挥着重要的作用。以自发性健身活动站点为研究对象,采用文献资料、访谈、调研等方法获得第一手研究资料,以获取的有效资料为依据分析了自发性健身活动站点快速发展的社会背景、组织特征、运行模式、法律地位以及面临的问题。研究的主要结论:公民社会的发展是自发性健身活动组织快速发展的社会基础,其组织特征和运作模式符合公民社会所倡导的自愿、自治的组织形态,倡导平等、开放、共享、互助的参与精神,满足了不同群体实现自我体育价值的需求;植根于大众的自发性健身组织具有很强的活力,体育项目的丰富性和组织活动的多样性,赋予了自发性健身组织更加灵活和注重人文关怀的特性,已逐步成为提供多元化体育供给的一支重要力量;"备案制"赋予自发性健身活动组织一定合法性,但尚未从根本上解决其法律合法性问题,对于自发性组织的法律地位及其权利,需通过立法解决;大量游离于管理之外的健身活动站点,成为管理上的盲区。Spontaneous physical fitness site has enriched,perfected and supplemented mass sport system,and has played an important role to meet people＇s diverse demands for sport. This study focused on spontaneous physical fitness sites,gained the data by methods of literature,interview and investigation,and analyzed the social background,organization characteristics,operation model,legal status,and challenges of the spontaneous physical fitness sites＇ quick development. Conclusions： The development of civil society is the social basis of spontaneous physical fitness organization＇s quick development. The organization characteristics and operation model of spontaneous physical fitness sites conform to the voluntary,autonomous organization advocated by civil society. These sites advocate the spirit of equality,open,sharing,mutual aid and participation,and satisfy people＇s demand for achieving their self values of sport. Grass- roots spontaneous physical fitness site is active. Richness of sports and varieties of organizations make spontaneous physical fitness site more flexible and promote it to focus on humanistic concern,and spontaneous physical fitness site has gradually become an important force to provide diversified sports. Although spontaneous physical fitness organization gains some legitimacy from recording system,it still doesn＇t gain the legitimacy of law completely. Its legal status and rights should be gained via legislation. Lots of fitness sites out of organization are blind spots of management.
