体育大国向体育强国迈进的我国新农村体育

摘　　要：以农民体育健身工程为切入点,运用文献资料法、问卷调查法、访谈法、数理统计法,对我国20个省市地区实施农民体育健身工程建设情况进行调查。结果显示:被调查的20个省市地区的工程总量已超额完成国家预期计划任务。北京、上海、江苏、浙江、广东、山西实现全覆盖,并实现"三纳入"。但存在部分主管农村体育的领导和管理人员思想观念滞后,缺乏长远规划,体育组织管理机制不够健全,体育骨干与社会体育指导员培训留于形式,体育健身活动评价体系存在缺失等问题。因此提出:1)各级农村体育主管部门的领导、管理人员要首先转变思想观念,加大宣传力度,落实国家群众体育政策;2)引导农民转变思想观念,改变生活方式,增加农民收入;3)实现省、市、县三级国民体质监测系统,在农村建立学校体育实习基地等建议;意在为我国的农村体育发展提供有益借鉴与参考。Peasant sports fitness project as a breakthrough point,this paper investigated 20 provinces or cities＇ construction situation of peasant sports fitness project by the methods of literature review,questionnaire,interview and mathematical statistic. The results showed that total engineering has over-fulfilled the planned task. Beijing,Shanghai,Jiangsu,Zhejiang,Guangdong,and Shanxi have been full-covered and reached ＂three incorporations＂. But there are some problems. Such as some leaders and manage staffs have old ideas,are lack of longterm plan,system of sports organization and management isn＇t well established,sports hard-core and social sports instructor training become a mere formality,and there are lack of physical fitness evaluation system. Suggestions：1） Leaders and manage staff of all levels of rural sports departments should change their ideas first,then increase propaganda and implement national mass sports policy. 2） We should guide peasants to change ideas and lifestyles by the way of increasing their income. 3） We should implement provincial,municipal and county three levels national physical fitness monitoring system and establish practice base of school physical education. This investigation is going to provide useful reference for the development of rural sports in China.
