摘 要:畜禽养殖业排放的COD已经成为我国的主要污染源之一。文章以生态承载力这一生态经济学的核心概念为基础,界定出生态承载力利用水平的含义;以实地调研案例为支撑,提出技术创新和组织制度创新提升生态承载力利用水平的实现途径。具体讲,畜禽养殖废弃物管理问题的核心是:创新生态农业技术、资本替代资源技术和生态产业链连接技术,培育与技术应用和推广相匹配的组织形态,由此,诱导出提升生态承载力的利用水平的行为,达到生产者目标与社会目标的统一。COD emission from livestock and poultry farming has become one of the major pollution sources for China.Based on the foundation of ecology carrying capacity, a core concept in ecology economics, this paper defines theutilization level of ecology carrying capacity. Also, based on filed study cases, this paper proposes ways to enhance theutilization level of ecology carrying capacity through technology innovation and organization innovation. Specifically,the core problem of livestock and poultry farming waste management is innovating ecological agricultural technology,substitution of capital for resources technology and eco-industrial chain connection technology, and fosteringorganization form to match the application and promotion of technology. Hence, the practices of enhancing the utilizationlevel of ecology carrying capacity are induced and unification of producers and social objectives is achieved.
