问题与对策:健全和完善我国基本公共服务体系的探讨

摘　　要：基本公共服务体系在保障民生、促进社会公平正义、推动政府职能转变、深化社会体制改革等方面具有重大作用。但我国基本公共服务体系建设起步晚、起点低,存在一些比较突出的问题,制约了其作用的发挥。健全和完善基本公共服务体系,要从供给机制、调节机制、提供方式、财政体制等方面入手,明确政府在公共服务提供中的角色定位,探索公共服务供给的社会参与机制,科学确定基本公共服务的范围和标准,完善公共财政体制,促进基本公共服务均等化,加快形成政府主导、覆盖城乡、可持续的基本公共服务体系。The basic public service system plays an important role in the protection of people＇s livelihood, the promotion of social fairness and justice and the transformation of government functions, and deepening social reform. But our basic public service system construction started late. The starting point is low. There are many prominent issues which limit its role to play. In order to improve and perfect the basic public service system, we should start from the improvement of supply mechanism, adjustment mechanism, mode of delivery, and other aspects of the financial system. Specifically, the government＇s role in public service delivery should be specified. In addition, we should explore the social participation mechanisms in public service delivery, scientifically determine the scope and standards of the basic public services, improve the public finance system, promote the equalization of basic public services, and accelerate the formation of the sustainable basic public service system that is government-led and covers both the urban and rural areas.
