摘　　要：通过分析国外公共安全问题和管理体制,研究我国公共安全管理的现状和管理模式,剖析我国公共安全预警和应急管理面临的主要问题,指出了目前沈阳市公共安全预警和应急管理模式中存在的问题。经过全面分析后,提出了完善和改进沈阳市公共安全预警和应急管理体系的可行性建议和对策,努力提高公共安全管理水平,为振兴辽宁省老工业基地和构建和谐社会奠定稳固的基础。By analyzing the foreign public safety issues and management system, study of public security management status and management model, analyzes the major issues of public safety waming and emergency management faces, points out the Shenyang Public Security warning and emergency management modes exist problem. After a thorough analysis, the refinement and improvement suggestions and countermeasures feasibility Shenyang Public Security warning and emergency management system, efforts to improve public safety management level, to lay a solid foundation for the revitalization of the old industrial base of Liaoning Province, and building a harmonious society.
