“热炉法则”对煤矿职工违章行为的防控作用分析

摘　　要：针对煤矿职工遵章素质整体偏低、违章行为难以治理的现状,本文提出运用"热炉法则"思想防控煤矿职工违章行为的思路,阐述了"热炉法则"的基本涵义,分析了"热炉法则"的惩戒特征,详细探讨了"热炉法则"防控违章行为的作用机理,并结合煤矿安全管理实际,设计了基于"热炉法则"的违章行为防控体系。同时指出在职工安全意识短期内难以根本改善的现实情况下,运用"热炉法则"思想进行违章行为的防控是必要的安全管理手段,可以有效促使煤矿职工从最初的不敢违章,逐渐进步到不去违章,最终实现自觉不想违章,起到保障个体安全和生产安全的双重效果。In view of the present situation, such as the overall quality of workers in coal mine is relatively lowand their rule - breaking behaviors are difficult to be eradicated, a line of thinking to prevent and control rule- breaking behaviors by means of ＂hot stove rule＂ is presented. The basic contents of ＂hot stove rule＂ are ex-plained and its punishment features are analyzed. The mechanisms of prevention and control role of ＂hot stoverule＂ on rule - breaking are discussed in detail. And the system of preventing and controlling rule - breakingis established according to the facts of safety management in coal mine. The result shows that it is a necessarysafety management means that the ＂hot stove rule＂ is used to prevent and control rule -breaking behaviors,especially when the current safety consciousness of workers is unlikely to improve in the short run. This ap-proach can make workers to not dare to break rules at first, then to obey rules in behaviors, at last to promotevoluntary compliance on thought. Thus this approach will play a dual role in protecting personal safety andproduction safety.
