城镇体系规划改革创新与“三规合一”的关系——从“三结构一网络”谈起

摘　　要：回顾城镇体系规划发展历程,分析其改革成效及历史局限,结合时代发展和"三规合一"的新要求,探索城镇体系规划的创新思路与理论;基于江苏的规划实践,提出构建以区域空间结构、城镇空间结构、生态空间结构、交通空间结构为主要内容的城镇体系规划。This paper first of all reviews the history of urban system planning and analyzes the impacts of reforms and historical limits. Then, in light of the historical development and the requirement of three-planning integration, the paper explores innovative ideas and theories of urban system planning. Based on the planning practices of Jiangsu Province, it puts forward an urban system planning that focuses on regional spatial structure, urban spatial structure, ecological spatial structure, and transoort soatial structure.
