摘　　要：在水面舰艇的训练活动中,训练管理是保证部队训练质量、提高部队训练效益、使部队训练贴近实战的重要手段。训练管理水平的高低,直接影响部队战斗力的发挥。本文借鉴管理成熟度的理论,建立了水面舰艇训练管理成熟度模型,探索了一种对训练管理水平进行等级划分、评估和改进的方法。有助于水面舰艇部队及时了解自身的训练管理能力,发现训练管理各个阶段中的问题和不足,也有助于上级机关全面掌握部队的实际管理情况,为制定和实施相应的训练管理改进措施提供明确的方向。In the training activities of surface ship, training management is an important means of ensuring the quality of military training,improving the efficiency of military training, making the military training close to the combat training. The level of training management plays a direct impact on combat effectiveness. In this paper, the theories of management maturity are referenced, the training management maturity model of surface ship is established, a methods of classification, evaluation and improvement on training the management level is explored. Which contributes to assess the training management capabilities for naval troops, and find problems and deficiencies in various stages of training management, besides, it also contributes to fully realize the actual management situation for the higher authorities, and provide a clear direction for the development and implementation of the corresponding improvement measures to training management.
