中国科研成果评价的反思

摘　　要：科学引文索引(Science Citation Index,简称SCI)自从1990年代初自国外引入中国以来,对我国的科研起到了重要的作用。但是随着我国科研投入力度的增加,人们对SCI的追捧也达到了前所未有的程度。目前高等学校所采用的科研评价存在着相当大的管理误区,其原因之一便是过度依赖研究人员的文章是否进入SCI的检索系统。这从两个方面导致我国科研管理系统的偏差,一是管理层面的简单化;二是迫使科研人员来使他们的工作被SCI收录。本文希望从信息哲学方面提供一种比较合理的解释。An important impact has been produced since the Science Citation Index（ SCI）was introduced into China in the 1990s. As more and more money was put into science and technology research, SCI gains in popularity among scientists in China. However, there happen to be a management misunderstanding in respect to SCI by the higher education institutions ,which results in two deviations, one is to simplify the level of the management and the other is to force the scientists to write trivial articles to he included by SCI. In this article we hope to put forward a rational interpretation of the phenomena.
