摘　　要：基于科技查新工作中发现的诸多科研越轨现状,从科学规范、科学奖励、科学评价和科学监督管理等方面对科研越轨的成因进行了分析,并从加强科研氛围营造,加强科研道德培养以及加强科研共同体控制、组织控制、法律控制与舆论控制等角度,提出了适应于我国实际情况的科研越轨控制策略。Based on the current status of scientific research deviant behaviors in sci-tech novelty retrieval,this paper analyzes the reasons of scientific research deviant behaviors from aspects of scientific criterion,scientific award,scientific evaluation,and scientific supervision and administration, etc., and puts forward the strategies adapted to the actual situation in our country for controlling scientific research deviant behaviors from the angles of strengthening the construction of scientific research atmosphere,strengthening the cultivation of scientific research morality, and strengthening the scientific research community control, organization control,legal control and public opinion control, etc.
