论基层运动型治理——兼与周雪光等商榷

摘　　要：如果说国家运动型治理的研究呈现了国家治理的形态和运动型机制的政治逻辑(背后往往暗含着国家政治民主化改革的取向和关怀),那么基层运动型治理的研究则鲜活地展现了基层治理的特征和运动型机制的行政逻辑。与国家运动型治理不同,基层运动型治理是一种常规性的行政机制,而非临时的、任意发动的、非常规化的政治机制。在实际运作中,基层运动型治理与官僚体制互相依存、交织运作,应对基层政府的"中心工作",实践基层社会治理。基于其行政逻辑,基层运动型治理往往更多地考虑基层政府本身的有效性,而非社会有效性。If the studies of the campaign- styled governance of the state have demonstrated the pattern of state governance and the political logic of the campaign mechanism(behind which lies the concern and the orientation of political democratization of the state),the studies of the campaign- styled governance at the grassroots level have vividly revealed the features of grassroots governance and the administrative logic of the campaign mechanism. As opposed to the campaign-styled governance at the level of the state,grassroots campaign-styled governance is a regular administrative mechanism,not a temporary,wantonly initiated,irregular political mechanism. In real practice,grassroots campaign-styled governance and bureaucracy are interdependent and interwoven in handling the'central task'of the local government and practicing social governance at the grassroots level. Due to its administrative logic,grassroots campaign-styled governance gives more consideration to the efficiency of the local government itself rather than social efficacy.
