基于层次分析法的河南省郑汴洛人居环境评价

摘　　要：本研究采用层次分析法,对河南省郑州、开封、洛阳2002—2011年人居环境状况进行了评价分析.结果表明:研究期内郑州、开封、洛阳人居环境总体呈上升趋势,人居环境指数为郑州〉洛阳〉开封;郑州市人居环境指数始终高于洛阳和开封,2011年达到1.561,社会经济环境尤其是人均GDP明显较高,但仍存在人均城市道路减少和其他基础设施不足等问题;2011年洛阳市人居环境指数为0.571,主要制约因素是城市绿化覆盖率和燃气普及率;开封市人居环境建设长期落后于郑州和洛阳,2011年人居环境指数仅为0.303,这与社会经济发展水平尤其是人均GDP有关,研究期内生态环境逐渐改善并超过洛阳,污水处理率大幅提高.This paper evaluated and analyzed the Human settlements of Zhengzhou, Kaifeng and Luoy- ang in Henan province from 2002 to 2011 with the Analytical Hierarchy Process （AHP）. Results of this study showed that ： the quality of Human settlements in Zhengzhou, Kaifeng and Luoyang was gen- erally on the rise, indexes of Human settlements in Zhengzhou were higher than that in Luoyang and Kaifeng; During the study period, the Human settlements indexes of Zhengzhou were always higher than that of Luoyang and Kaifeng and rising to 1. 561 in 2011, and the social and economic environ- ment indexes in Zhengzhou was the most superior especially the per capita GDP and the proportion of the output value of tertiary industry. But lack of per capita proportion of urban roads and other infra- structure still exists. Human settlements index of Luoyang was 0. 571 in 2011, and urban green cover- age rates and gas penetration rates were the main limiting factors. Overall, constructions of Human settlements in Kaifeng was lagging behind Zhengzhou and Luoyang for a long time and the index in 2011 was just 0. 303, because of the restriction of social and economic development level, especially the per capita GDP. However during the study period, the ecological environment indexes of Kaifeng gradually improved and surpassed that of Luoyangl and the rate of sewage treatment had been significantly improved.
