摘　　要：基于自主创新能力、产业竞争力和区域竞争力三者关系分析,构建产业集群发展与区域创新的知识产权战略模型,结合战略管理理论对此战略模型提出实施分析框架,从政府层面和企业层面进行对策性思考。Based on the relations of ability of independent innovation,industrial competitiveness and regional competi-tiveness,the paper constructs an intellectual property strategy model of the development of industrial clusters and regional innovation with strategic management theory,then puts forward the implementation framework and the countermeasures for the government and enterprise.
