摘　　要：根据对84家教育部科技查新工作站的调查和以往研究,分析了查新流程的三大特点与趋势,指出现有查新流程影响查新质量的三方面问题,针对查新的核心目标是提高科研质量,提出构建由立项管理部门统一委托的封闭式查新流程与操作模式,并给出保证其正常运转的四个实施措施。Based on the investigation of the 84 university novelty search workstations and previous studies, the article analyses the three characteristics and trends of novelty search, and then points out problems that weakened the quality of novelty search report. With aims to promote the quality of research projects, the article proposes to construct a closed process of novelty search which authorized by the project management units. Finally, the article introduces four detailed measures for implementation of the new model of novelty search.
