摘　　要：分析民航高校图书馆特藏资源建设现状,基于以运行和经营为主体的民航系统运营管理的实际,梳理民航运营单位的法规标准体系,探究民航特藏资源与民航系统运行经营的关联性,提出建立民航特藏资源体系的策略。The paper focuses on the library＇s special collections＇ subdivision level content, analyses the current situation of collection development in civil aviation university library, combs the regulations and standards system from the aviation operation business unit based on the actual operation and management as the main body of the civil aviation management system, explores the characteristics of civil aviation resources and civil aviation system operation related resources, and finally establishes civil aviation special collection system architecture and the strategies of civil aviation collection development.
