“大跃进”时期“十五年普及高等教育运动”始末

摘　　要："大跃进"时期,高等教育领域掀起了一场"十五年普及高等教育"的运动。这场为期三年的运动严重违背了国情和教育发展规律,虽然客观上激发了地方政府和人民群众兴办高等教育事业的积极性,扩大了高等教育的规模,但导致了高等教育质量滑坡、结构失衡等严重问题,给国家和人民造成了重大损失。文章通过对有关历史资料的梳理,回顾"十五年普及高等教育运动"的来龙去脉,以期对推动当前中国高等教育大众化、普及化进程有所启示。During the period of Great Leap ,the field of higher education launched a movement of popu-larization of higher education within fifteen years .Although this movement which lasted for three years stimulated the enthusiasm of the local government and the masses of the people to set up and expand higher education ,it actually violated the national conditions and the law of education development seriously ,and resulted in quality landslide ,structural imbalances and other serious problems of higher education .It caused great loss to the country and the people .This paper reviewed the whole development of this movement based on the relevant historical documents ,expecting to give some inspirations to the popularization of higher education in China .
