摘　　要：本文采用地方史和社会史的研究视角,主要利用江苏地区的档案资料和其他历史文献,系统考察新中国前30年的麻风病防治运动。论文中揭示的许多问题,有助于人们理解当时中国制定和实施公共卫生政策过程中所遭遇的各种困难,以及中国走向改革开放的必然性。Taking a perspective of local and social history,this work uses archives and other historical documents from Jiangsu Province to construct a systematic study of the Anti-Leprosy Campaign that took place in the first 30 years of the People＇s Republic. This study will not only help people better understand the difficulties that the government encountered in the process of formulating and implementing public health policies,but will also help make clear the inevitability of subsequent reforms.
