大学自治:政府与大学关系系统的序参量

摘　　要：序参量是系统自组织理论中的一个概念,是系统演化过程中的一个状态参量。大学自治有着多种意义上的理解,如当作为一种政府与大学关系的度量参数时,大学自治可以被视为一种程度概念,即大学自治度等。根据序参量的有关定义,大学自治具备作为政府与大学关系系统序参量所需要的各种特性,对政府与大学关系的演化起着决定性作用。中国政府与大学关系的合理建构,坚守大学自治理念是前提与基础,不断提升大学自治能力是根本,逐步扩大大学自治度是关键。不过,自治理念的坚守、自治能力的提升主要责任在大学,而扩大大学自治度的责任则主要在政府。其中,扩大大学自治度又是关键中的关键。Oder parameter is a concept of the system self-organization theory,and it is also a state parameter in the course of system evolution. University autonomy has several meanings. When it is regarded as a measure parameter,it is a conception of degree,that is a university autonomy degree and so on. According to the definition of order parameter,university autonomy has all sorts of characteristics of as an oder parameter of government-university relationship of China,and it plays a critical role usually in it. In the reasonable construction course of government-university relationship of China,sticking to the idea of university autonomy is the premise and foundation,continuous improving the ability of university autonomy is the radical,and gradually expanding the degree of university autonomy is the key. The responsibility of the first and the second is attributable to university,and the responsibility of the last is attributable to government. But comparatively,expanding the university autonomy degree is the key of the key.
