摘　　要：在"三上一提高"的指导思想下,近年来上海市业余训练运动员队伍建设和培养方式都取得了可喜成绩,运动员队伍规模在逐年壮大,项目分布广泛,运动员管理趋于制度化、规范化,运动员梯队建设呈现出宝塔形结构。培养方式和培养渠道日渐多元化。但是在运动员队伍建设中也存在一些问题,如运动员招生困难、学训矛盾、日常管理困难、德育工作薄弱等,在分析问题原因的基础上提出了改进措施。关于培养方式转变的基本思路是落实"全面发展"的指导思想,由"体教结合"逐渐向"体教融合"过渡。In the＂ three up and one improvement＂ guiding ideology, the development of team- building and training methods of amateur athletes in Shanghai have achieved gratifying achievements in recent years, for example, the scale of athletic teams is in the growing year by year; projects are widely distributed; athletes management tends to be institutionalized and standardized ; athletes echelon construction presents a pyramid structure; players improving the present pagoda -shaped structure;training ways and channels are increasingly diversified. But there are some problems in the construction of athletic teams, such as difficulty in recruiting athletes, contradictions between learning and training, difficulty in day -to -day management, weak in moral education and so on. This paper puts forward improvement measures based on the analysis of the causes of problems. The basic idea about transformation of cultivating mode is to carry out the ＂all -round development＂ guiding principle, which changes ＂combination of sports and education＂ into ＂integration of sports and education＂.
