摘 要:政府绩效管理是转变政府职能、提高政府效能的重要抓手,我国的政府绩效管理迫切需要由经济增长型绩效管理向服务型政府绩效管理转型。推进服务型政府绩效管理是保障和改善民生的迫切要求,是维护社会公平正义的必然要求,也有助于夯实政府的合法性基础。当前中央已明确了政府绩效管理改革的方向,明确了基本公共服务的范围和标准,一些地方已开展了服务型政府绩效管理试点,为服务型政府绩效管理奠定了基础。但目前服务型政府绩效评估指标体系尚不够科学和规范,政府绩效评估程序、方法和结果运用亟待改进。要实现政府绩效管理转型,应尽快出台政府绩效管理的规范性文件,健全和完善政府绩效管理体制并在一些地方开展服务型政府绩效管理试点。The government performance management is the key way to enable the transformation of government function and improve the efficiency and effectiveness of the government service. Thus, it is necessary to transform the pattern of government performance management from the economic growth-oriented towards service-oriented ones. To establish the performance management of service-oriented government is the one of the key successful factors to protect and improve the people's living condition, secure the social fairness and justice as well as enhance the legitimacy of the government. Currently, the central government has already identified the way to conduct the reform of government performance management and set up the scope and standards of public services. Besides, there are some pilot projects demonstrating the adoption of the performance management of service-oriented government, which set fundamental principles for the further development. However, the key performance indication system of the government is not well established in terms of its procedure, methods and application. In order to facilitate the transformation of government performance management, it is urgent to issue the relevant regulations, improve the institutional environment and set up some pilots projects.
