摘  要:公务员绩效管理是政府绩效管理的基础与关键,本文通过样本与量化研究,探讨了公务员绩效的结构及其与职业道德之间的关系,揭示了公务员绩效的内部六维结构与职业道德的内部四维结构。发现公务员的六维度结构绩效模型优于目前大家公认的二维度结构绩效模型,工作绩效不但受到公务员能力的影响,而且受到公务员职业道德的重要影响。研究结果表明,公务员绩效的管理不但需要关注核心业绩与水平表现,也要关注人际促进与组织促进;不但需要注重工作能力建设,更要重视职业道德建设。Civil servant's performance management is the base and key of government performance management. Through the sample and quantitative research, this paper probes into the structure of the civil servant's performance and its relationship between the professional ethics, and it reveals the internal structure of six dimensions of performance of civil servants and the professional ethics of internal structure of four dimensions. It brings out that six dimension structure of civil service performance model is superior to the current generally accepted model. Performance is affected not only by the ability of civil servants, but by the professional ethics. The research shows that the performance of civil servants management needs not only to focus on the core and level of performance, also pay attention to interpersonal and organization promotion. It also needs develop from the work ability and pay more attention to the construction of professional ethics.
