摘　　要：我国农村资源的低度资本化引致了城乡资源配置失衡,制约了农村经济发展。农村资源资本化是与在市场资源配置"决定性"作用相适应的战略选择,适度的农村资源资本化不仅能引导城乡资源合理配置,同时也是驱动农业产业化和新型城镇化建设的重要动力。本文从土地、房产、人力、文化和生态等角度分析了农村资源资本化所带来的四种效应:经济效应、资源配置效应、城镇化效应和外部效应。然后从农村土地、金融环境、文化、生态和科技创新等角度分析了当前农村资源资本化的存在的障碍,据此提出了"土地要素跨区统筹"、"离土不离权"、"城乡人才双向流动激励"和"文化和生态资源融资租赁"等一系列推进农村资源资本化的政府引导措施。Low capitalization of rural resources caused the imbalance of resource allocation between urban and rural areas, which restricted the rural economic development. Rural resources capitalization is an appropriate strategic choice to adapt the decisive role of market resources allocation. A moderate amount of rural resources capitalization not only can guide the rational allocation of resources between urban and rural areas, but also can drive agricultural industrialization and play an important role in the building of the new type of urbanization. First, from the perspectives o{ land, real estate, hu man, cultural and ecological factors, this paper analyzed the four kinds of effects of rural resource capitalization： eco nomic effect, resource allocation effect, urbanization effect and external effect. Second, the obstacles existing in the current rural resources capitalization were analyzed from the view of rural land, financial environment, culture, ecolo gy, science and technology innovation. Third, a series of government incentives to promote rural resources capitalization were put forward, such as ＂cross--regional consideration on overall land elements ＂, ＂land leaving but rights re served＂, ＂hi-directional talent flow between urban and rural ＂ and ＂financial leasing of cultural and ecological resources ＂ and so on.
