摘　　要：社会治安综合治理作为社会管理的重要组成部分,是处理社会治安问题的系统工程。近年来,随着我国政治经济社会发展进入新常态,以往的社会治安综合治理模式面临严峻挑战。因此,如何在理论的维度上合理解释并探析社会治安综合治理工作中的问题,并进而提出相应的对策,就成为构建和完善社会管理体系,创新社会治理方式的重要课题。本文从社会协商的理论视角出发,对新常态背景下我国社会治安综合治理面临的问题进行反思,并就如何以社会协商为基础重构我国社会治安综合治理体制做出了初步的探索。As an important part of social management, the comprehensive governance system of public security in china is facing severe challenges nowadays since China＇s political, economic and social development have been entering into the so-called new normal status. In this condition, the paper tries to investigate how the traditional mode of comprehensive governance system operating, and what problems it＇s facing. At last, the paper puts forward some corresponding countermeasures to rebuild the system using the theory of social negotiation theory.
