契约式责任政府与麦克尼尔的新社会契约论

摘　　要：责任政府的有效建构问题一直是当今行政学界关注的焦点。以契约理论为研究视角,本文主张将责任政府建构纳入契约理论研究之中,提出"三个层面、六个维度"的责任政府新型定位与阐释:认为契约式责任政府由高位道德契约、中位政治契约和低位行政契约这三重契约构成。通过分析麦克尼尔的新社会契约论,力图为契约式责任政府的有效建构提供借鉴和启示。In recent years,constructing an accountable government has become a focus of administration research. With the constructing work of an accountable government as a research of the contractarianism,this paper puts forward a conception of a contractual government,including three contract levels and six constructing aspects.The three levels are the moral contract as the highest,the political contract as the middle level,and the executive contract as the lowest level. By the study of the New Social Contratarianism,we try to find out some valuable enlightenments to the construction of a contractual government.
