摘　　要：通过对内蒙古自治区呼伦贝尔市与兴安盟五旗市的调研发现,"十二五"期间兴边富民政策取得了突出成效,在基础设施建设、民生改善、民族团结、对外开放和发展特色优势产业等方面都有长足进展;同时,按照兴边富民规划实施但推进中没有完全解决好的问题、列入兴边富民政策实施范围但实施机制存在缺陷的问题、未列入兴边富民实施政策范围但是值得政策关注的问题也仍然存在。文章认为,兴边富民政策需要转型,并在此基础上提出了转型方向与政策建议。Through the investigation from Hulunbeier City and Xing'an Meng Wuqi City in Inner Mongolia Autonomous Region,the policy ' vitalization of border areas and enrichment of the people living there' has achieved outstanding results in many aspects during the period of the 'Twelfth Five Year Plan',such as the infrastructure construction,improvement of people's livelihood,national unity,open to the outside world,and development of the characteristic and competitive industries.However,there are also three big realistic problems as follows;1)it implements the policy planning but lacks a completely good effect;2) it is included in the policy implementation range but has some defects in the implementation mechanism;3)it is not included in the scope of the policy implementation but is worth of policy attention.At the same time,the paper thinks that this policy needs transformation,and the paper also puts forward the direction of policy transformation and relative policy suggestions.
