一事一议财政奖补助推美丽乡村建设的困境与突破——基于政策执行视角

摘　　要：一事一议财政奖补政策转型升级助推美丽乡村建设蕴含深层的社会动因,是当前我国农村发展的现实需求,也是财政奖补政策自身发展完善的必然结果。基于公共政策执行视角,对财政奖补政策转型后的执行困境进行剖析,进而在政策主体、政策客体、政策资源等方面提出相关应对策略,以期为财政奖补政策在助推美丽乡村建设中的政策效用衔接及进一步强化提供有益参考。The Financial Award Premium of“One Case,One Meeting”policy’s transformation and upgrading of boosting the beautiful countryside construction contains deeply social causes,is not only the realistic de-mand of current rural development in china,but also is the inevitable result of the financial awards premium policy’s development. Based on the perspective of public policy implementation,to analyze the implementa-tion difficulties after policy transformation,and then put forward the relevant strategies in the policy subject, policy object,policy resources etc,in order to enhance policy’s cohesion for the Financial Award Premium policy in boosting the beautiful countryside construction and further strengthened to provide a useful reference.
