城镇化背景下农民权利的实现

摘　　要：我国城镇化进程中的主要问题是实现农民身份和角色的转变,在这个过程中要保障和实现农民的合法权利。城镇化进程中农民权利的实现表现为自由、财产、平等三重维度。为了更好地维护和保障农民的各项权利,必须构建农民权利的实现机制,主要包括宏观层面的制度供给机制、权利确认机制、权利保障机制;中观层面的利益诉求机制、争端解决机制和社会治理机制;微观层面的自愿退出机制、身份转换机制和教育培训机制。The process of urbanization is mainly to achieve identity and the changing role of farmers in this process and to protect the legitimate rights of farmers to achieve. Urbanization of farmers＇ rights can be divided into triple categories,respectively,from migrant workers,landless peasants and farmers＇ perspective staying.Meanwhile,the process of urbanization in the realization of farmers＇ rights outstanding performance as liberty,property,equality triple dimension. Better safeguard and protect the rights of farmers,farmers＇ rights must be constructed of implementation mechanisms. Including system supply mechanism,rights recognized mechanism,macro-level rights protection mechanism; interest demands mechanism level,the dispute settlement mechanism and social governance; voluntary exit mechanism for micro-level,identity conversion mechanism and educational training mechanism.
