体育社会组织发展变迁和改革研究

摘　　要：采用文献资料法、逻辑分析法等方法,对体育社会组织的发展历程进行了重新梳理,认为我国体育社会组织的发展大致分为以下五个阶段:启动建设阶段、停滞阶段、恢复建设阶段、徘徊阶段和全面发展阶段。党的十八届三中全会《决定》,为全面深化改革体育社会组织,对把体育社会组织建设成为向社会提供体育公共服务的主体提出了更加明确的方向和要求。然而,目前体育社会组织由于缺乏独立性、数量少、规模小以及专业化程度低等因素无法满足现代社会公共服务的需求。因此,应该加快体育社会组织立法,依法推进体育社会组织改革,使其步入法制化发展;尽快实现体育社会组织"管办分离"的改革目标,为其发展提供更多自由独立的空间;降低和放开体育社会组织的注册门槛,严格管控体育社会组织的市场行为,使其规范化发展,发挥其应有的社会责任和义务。In this paper, the methods of documentary, logic analysis, has carried on the back to the development of sports social organizations. And think that the development of sports social organizations in our country is roughly divided into the following five stages ： start the construction stage, stagnant stage, construction stage, stage of wandering and all - round development stage. To comprehensively deepen the reform of sports social organizations ,The third plenary session of the 18 ＂decision＂, sports social or- ganizations in the construction as the main body of providing sports public services to the public more clear direction and require- ments are put forward. The current sports social groups, however, because of the lack of independence, less quantity, small scale and low level of specialization factors cannot meet the needs of modern social and public service. Legislation, therefore, should speed up the sports social organizations to promote the reform of sports social organizations in accordance with the law and make it into the legal system development; Realize the reform of sports social organizations ＂management office separation＂ goal as soon as possible to provide more free and independent space for its development; Let go of sports social organizations registered threshold and strictly control the market behavior of sports social organizations to make its standardization development and to exert its social responsibilities and obligations.
