摘 要:造成中国国内市场分割的主要原因有两个:一是消费者的本地偏好,二是地方政府的保护主义。这两种因素通常难以区分。我们认为可以利用网络贸易的数据区分这两种因素:在网络贸易中地方保护的作用有限,边界效应产生的原因主要是消费者的本地偏好,因而对比同种产品线上和线下贸易就可以区分边界效应。由于数据限制本文使用了一种间接的估计方法,即利用淘宝网数据估计在线边界效应并与文献估计的线下边界效应对比。结果发现两者有统计意义上的差距,暗示着我国存在一定程度的政府保护。随着互联网贸易对传统贸易的替代性的增强,消费者"用脚投票"的行为可能会减弱地方保护对线下市场的扭曲。It has been proved the existence of market segmentation in China. The reasons are twofold. One is inherent home bias and another is local protectionism,which are very hard to distinguish. In this paper,we utilize online trade to differentiate them. The border effect of online trade is largely caused by home bias since local government usually can not restrict online trade; while the offline border effect reflect both home bias and local protectionism. So the difference of border effects in online and offline trade can be reasonably interpreted as the existence of government protectionism in offline market. We use a unique dataset provided by Taobao and find this statistically significant gap in China. The followed policy implication is that with the development of e-commerce,consumer can "vote with their feet"to consume online products,which may induce the reduction of market distortion caused by local protectionism.
